Alaminos City in Pangasinan has become the first city in the country to boast of a cutting-edge emergency communication command center to respond to the public safety concerns of its citizens.
Before Alaminos, the town of Morong, Rizal had been the first municipality in the Philippines to provide world-class, state of the art emergency response.
At the National Emergency Response Summit held last August, Department of Interior and Local Government Secretary Benhur Abalos stressed the need for a unified, nationwide 911 emergency response system that uses the latest technology, like in the US and Europe. He exhorted all LGUs to put up their own emergency response centers equipped with the latest technology.
Abalos said the need is critical Рespecially during La Ni̱a. LGUs must respond swiftly and accurately to emergencies, save lives and property and deliver quality public service.
“Every city and town must set up its own local emergency call center,” Abalos said, and directed the National E911 Office to involve all relevant agencies in the mission, emphasizing that advanced technology is a must in emergency response.
E911 National Office Executive Director Francis Fajardo explained that cutting edge emergency response command centers staffed by well-trained and dedicated personnel who can handle crises and emergencies with precision and professionalism will serve as the nerve center for emergency operations in all LGUs. “The goal is to provide efficient and effective emergency response services to every corner of the nation,” Fajardo said.
The Alaminos and Morong initiatives are thus a hearty response to the call of the DILG Secretary and the National E911 Office.
Alaminos City Mayor Arth Bryan Celeste and Vice Mayor Jan Marionne Fontelera welcomed Department of Interior and Local Government Undersecretary Juan Victor Llamas, E911 National Office Executive Director and Pangasinan First District Representative Arthur Celeste on September 10 as the City launched the Alaminos, Pangasinan Next Gen 911 Command Center in Poblacion.
Like Morong, Alaminos City has partnered with NGA 911 to provide their constituents with world-class and complete solutions for emergency communication and public safety services.
NGA Philippines is the local subsidiary of NGA 911, LLC headquartered in California, USA, globally known as the innovator of emergency calling technology, and the leader in Next Generation 911 (NG911) emergency communications worldwide.
Built on industry standards adopted by the National Emergency Number Association (NENA) in the United States and the European Emergency Number Association (EENA), the NGA 911 system and technology will revolutionize the way and speed with which the LGU can handle emergencies.
“LGUs are most capable and should operate their own command centers because they know their own terrain, people, and types of emergencies best,” Executive Director Fajardo observed.
“The E911 National Office is a disaster recovery site and we are here to support Alaminos and all other LGUs that will put up their emergency response command centers. We will continue to provide guidance and training and route 911 calls, consistent to their activation process,” Fajardo added.
NGA 911 Country Head Robert Llaguno said “All 911 calls to the Alaminos DRRM Command Center are now fully recorded and conference and transfer facilities are now seamless. Its capability to respond efficiently and accurately to emergency callers has been revolutionized. Now, when someone calls 911, the location of that particular caller is immediately provided and the search radius is limited to just about 5 yards with 90% accuracy.”
The Alaminos emergency response team has already completed its capacity development training, supported by the Emergency 911 National Office, Llaguno shared. Response time in Alaminos has been cut from 3 to 4 minutes, the standard response time set by the DILG and the PNP.
Mayor Celeste lauded the activation of the City’s 911 command center, saying, “This is no ordinary 911. When you call, you’re not going to be patched to another agency. If you call within Alaminos, it’s now the command center that answers. All calls are recorded and give the exact location. No longer do citizens need to remember 11 digits and look for a CDRRM member to get help. What you see in Hollywood movies where someone calls 911, we already have that in Alaminos. This technology will really help our citizens.”

We first met Jesse last year during the Mister Grand Philippines pageant, where he stood out not only for his good looks but also for his intelligence and eloquence. A former student of a colleague in the blogging scene, Jesse was definitely someone who would own the microphone and ace the Q&A portion. Although he didn’t win the title at last year’s pageant, Jesse’s journey didn’t stop there. He went on to represent the country at the Mister Grand International pageant held earlier this year in Spain, where he proudly finished as the 5th runner-up.
Fast forward to today, and Jesse is still reigning as one of the kings of Mister Grand Philippines. But that’s not all—he’s ventured into the world of modeling, starring in numerous TV commercials and print ads, and walking the runway for various designers and brands.
Jesse has also dipped his toes into acting, with his debut project being Table for Three, a Vivamax original produced by The IdeaFirst Company. The 45-minute feature film, which tackles the still-taboo topic of a "throuple relationship" (a romantic relationship involving three people with a deep connection—be it emotional, physical, or sexual), features Jesse alongside Topper Fabregas and Arkin Del Rosario.
Table for Three follows the story of a couple, Paul (Del Rosario) and Marlon (Barretto), who decide to spice things up by inviting Jeremy (Guinto) into their relationship. What begins as an exciting new chapter for the couple soon turns into a thrilling and unpredictable ride, as Jeremy pushes the boundaries of their connection. The question remains: will their relationship survive the challenges, or will their "table for three" become too crowded?
Directed by Ivan Andrew Payawal, Table for Three has been streaming on Vivamax since August 28.
How is Jesse Guinto after competing in Mister Grand International earlier this year?
The schedule has been very busy so parang hindi po tayo nababakante, but I’m very thankful meron tayong mga projects so far regular naman dumarating yung mga projects ko, hostings, acting gigs, commercials. so ang hiling ko lang kay lord is hindi nya ko pabayaan sa mga projects, at least a month meron tayong gig hahaha., kasi nag focus na ko ngayon sa showbiz, so far so good na sobrang neenjoy ko sya no regrets at all and sana magpatuloy yung mga blessings.
How did you get to compete in the Mister Grand International pageant in Spain?
It was actually a tough journey kasi alam naman natin na the organization appointed me to compete for the Philippines in the Mister Grand International pageant and actually ang mahirap na part dun ay medyo kulang ako sa oras sa preparation and yet I made sure na kumpleto yung mga kakailanganin ko pagdating sa damit, sa lahat.
Buti na lang hindi ako nag stress eating at that time hahaha, namaintain ko pa rin naman kahit papaano yung pangangatawan ko, ready pa din.
Are you now done joining pageants?
I cannot say “yes, I’m done”, but I am actually still open in joining another pageant so I don’t know yet kung ano, pero I am actually looking forward na magkaroon pa ng isa pang international title.
I heard you are starring in a new vivamax plus “BL” movie, tell us something about it?
Well, it’s my first project with Artistella Management so I am very grateful to my current manager, Ms Manel Sevidal, thank you for this opportunity. And I accepted the project because I am doing this actually with Ideafirst, with Direk Ivan Payawal, the director of GameBoys.
So I am really excited nung nalaman kong si Direk Ivan yung magdidirect sa akin for that movie, I am a big fan actually nung GameBoys during the pandemic, natuwa ako dun sa chemistry nung dalawa kaya ayon I accepted the project and it’s a representation of a group wherein very proud din ako kasi I have so many friends na kabilang sa komunidad na yun.
So being a part of this story is such an honor, telling stories about these people.
It’s about “Throuple relationship”, doing Table for 3 what did you learn about “Throuple”
Natutunan ko that this story, nangyayare pala. Yung character ko dun kasi sobrang binigay nya yung sarili nya out of love and being someone na sobrang nageexplore sa buhay talagang binigay nya yung buong pagkatao nya dun sa dalawang taong nameet nya so it’s kinda hurtful sa part nung character na pinortray ko na meron something na gusot dun sa dalawang taong pinasok niya sa buhay niya.
Sa last part nung story marereveal kung gaano ka aawaan yung character ni Jeremy na pinortray ko.
How did you get the role of Jeremy?
Well I auditioned for it, we had script readings with Direk Ivan. After a week or two, they called me, they asked me at that time to play the role of Jeremy. Wala talaga akong expectations at all, hindi ko din alam na eto yung magiging first movie ko with Ideafirst
What preparations have you done for the role?
When it comes to the preparations, nothing much. Maswerte rin ako kasi ang naging acting background ko nasimulan ko is sa theater so parang nirecall ko lang din yung mga kailangan ko irecall para madeliver ko ng maayos yung character.
How similar is Jesse to Jeremy?
Very malayo, sobrang hindi ko nga nakita yung sarili ko eh someone was actually saying na ang layo ko dun sa Jeremy na pinakita ko dun sa movie and I can really say na walang any similarities. Siguro kung meron man yung pagiging mapagmahal ko talaga as a person kasi when I love someone I really give my all.
We’ve seen the movie and it’s quite wild, will you be shedding off your clothes more often for your roles?
Well, preferably sana ibang ano naman tema ng movie, but I am not closing my doors to accept the same kind of projects.As an actor you have to be versatile, you’ll never know anong darating.
How was the experience doing the intimate scenes?
I am prepared naman mentally and emotionally, thank you so much kay Direk Ivan because before kami sumalang talagang ininstill nya sa utak namin na eto yung mga eksenang kailangan naming gawin everything is mutually agreed upon bago namin gawin yung mga eksenang yun, buti na lang magagaling din yung mga actor na kasama ko.
How far can you go for a role? Would you go all the way?
Siguro yun na yung nagawa ko as Jeremy yun na yung pinaka peak na kaya kong magawa
